A bloke can wear whatever he pleases, the same goes for a girl/woman. The only downfall is that they have to be ready to be mocked by other people :S unfortunately in society there will always be someone who wants to make people feel bad about themselves :S

He can, but he shouldn't. The soles are way too thin to make walking comfortable.
